both the scan disk and the defrag restart repeatedly. it gives me a prompt
that something is being written on the hard drive and to close all
programs. however, all my programs were closed. i restarted the computer,
and scan/defrag without opening a single application, and it gives me the
same prompt again.

Try to rund the tools from the Safe Mode. Also see
"Disk Defragmenter: "Drive’s Contents Have Changed: Restarting.."

Go to Sys Tray – right click – close or exit any app giving the option; go
to Offcie Toolbar left side (if running) right click and close it.
You then do not have to mess around with any configs/special boots etc
